Scottsdale Battles Public Perception Over Advanced Water Recycling

Scottsdale, Arizona, is at the forefront of water sustainability, operating one of the world's most advanced water recycling facilities. The city's Advanced Water Treatment Facility (AWT) can process up to 20 million gallons of recycled water daily, achieving a purity level that surpasses bottled water standards. This facility has been instrumental in replenishing local aquifers, with over 70 billion gallons recharged since 1988. 

In response to diminishing Colorado River supplies, which currently provide 72% of Scottsdale's water, the city is considering integrating ultra-purified recycled wastewater directly into the drinking supply. This initiative, often referred to as "toilet to tap," aims to ensure a sustainable water future. Scottsdale has been a pioneer in this area, being the first in Arizona to receive a permit for direct potable reuse in 2019. 

To promote water conservation, Scottsdale has reinstated its water rebate program. Residents can receive $2 per square foot for grass removal, up to $5,000, encouraging the adoption of desert-friendly landscaping. In 2025, this program led to the removal of over 443,000 square feet of grass, saving more than 22 million gallons of water. 

The city is also engaging the community through innovative projects. Fate Brewing Company in Scottsdale has partnered with the city to use ultra-purified recycled water in beer production, demonstrating the safety and quality of the treated water. 

Despite these advancements, public perception remains a challenge. The term "toilet to tap" evokes discomfort, even though the purification process ensures safety. Scottsdale continues to educate residents on the benefits and necessity of recycled water to secure the city's water future.
